JOB DESCRIPTION

Job Title: Maintenance Supervisor

Reports To: Mount Vernon City Council

SUMMARY: Plans, directs, leads, and supervises the public works operations to include

water/wastewater/storm sewer, lagoon, streets, parks, and landfill site. Salaried position –

hours as needed.

DUTIES AND RESPONSIBILITIES :

• Develops and implements department policies and procedures, interprets ordinance and code

changes to ensure that operations are in compliance with City regulations.

• Assists in the preparation of the budget and cost projections of materials and equipment for public

works projects; develops and coordinates annual project schedules and plans for city overlay,

seal, snow removal, crack sealing, concrete repair projects, and other public works projects.

• Prepares, maintains, and submits required records and reports.

• Directs and schedules the maintenance, cleaning and repairs of city vehicles, equipment, streets,

park facilities, City buildings, and other City facilities.

• Directs and supervises general city grounds maintenance to include lawn care, mowing, water,

trimming trees, and spraying pesticides and herbicides, etc.

• Plans, directs, supervises and assists with street construction and repair activities, including cold

and hot mix asphalt patching, resurfacing, and seal coating of City streets; crack sealing and

concrete repair; oversees contractors to ensure City regulations are followed.

•Supervises operations at the City Landfill site; ensures compliance of all laws and regulations

pertaining to the site.

• Directs, supervises, and performs snow and ice control procedures including plowing, sanding,

loading trucks, hauling snow, and shoveling city sidewalks.

•Directs the maintenance of storm drainage systems.

•Supervises the major maintenance and repair of equipment and facilities in the water distribution

system and sewage collection system.

• Plans and supervises the installation and repair of water and sewer service lines and Main lines.

•Controls treatment plant machines and equipment to purify and clarify water for human

consumption and for industrial use.

• Maintains the City Wastewater treatment lagoon according to the Waste Water Operation and

Maintenance Manual.

• Plans and directs the installation and repair and maintenance of water meters and fire hydrants.

• Collect and submit all water system samples or a representative thereof of the city of Mt. Vernon.

•Answer customer complaints on water quality/quantity issues.

•Be on-site for all Environmental Protection Agency (EPA) and Department of Agriculture and

Natural Resources (DANR) inspections, or a representative thereof of the city of Mt. Vernon.

• Keep operational, maintenance, and administrative records for all water system activities.

• Provide good safe working environment.

•Establish operator-training program.

•Be available for problems on a reasonable basis.

•Shall maintain a valid operator certificate while this contract is in effect.

• Licensed operator to be covered by City liability insurance and be furnished a copy of said

insurance.

• Licensed operator to be provided workmen’s compensation insurance.

• Licensed operator can not change chemicals for Rural Water.

• Presents professional appearance and attitude at all times and maintains a high standard of

customer service.

•Performs other duties as assigned.

MINIMUM JOB REQUIREMENTS:

• Must possess a valid Class I South Dakota water distribution certificate, license, and Class I

Wastewater Collection & Treatment Certificate or equivalent within one year of hire.

• Must possess a valid Commercial South Dakota applicator license or certified for herbicide,

pesticide, and insecticide or equivalent within one year of hire.

• Valid South Dakota Class B commercial driver’s license (air brakes) or ability to obtain within 90

days of hire.

• Must possess a High School Diploma or GED.

• Prior experience with supervisory responsibilities.

• Participate in random drug screening

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

• Working knowledge of the occupational hazards connected with chemical sprays, chlorine,

machinery, electricity, and general maintenance and construction operations.

• Working knowledge of street design, maintenance and construction.

• General knowledge of water, wastewater, and storm sewer systems.

• General mechanical ability and knowledge of the tools and methods used in making minor

carpentry, plumbing, electrical, painting, and equipment repairs.

• Ability and knowledge of correct operation of trucks, tractors, loaders, and other power driven

equipment.

• Ability to establish and maintain effective working relationships with coworkers and the general

public.

• Knowledge of customer service standards and procedures.

• Ability to follow routine verbal and written instructions.

• Ability to calculate figures and amounts.

• Ability to express ideas clearly, both verbally and in writing.

• Ability to work both independently and in a team environment.

• Ability to read and interpret blueprints, grade sheets, maps, and drawings; and to understand and

carry out oral and written instructions.

• Ability to recognize and assess wastewater system damage.

• Recommended to obtain category 4, ornamental and turf license.

WORKING CONDITIONS AND PHYSICAL ABILITIES:

• Work is primarily performed outdoors.

•Ability to perform heavy manual labor; including lifting up to 50+ pounds, stooping, reaching,

standing, walking, pushing, pulling, working aloft, and withstanding exposure to variable weather

conditions as may be required.

• Exposure to direct sunlight of extended periods of time is likely.
